If anyone is wondering the Prop is on some sort of centrifugal clutch arrangement and at idle the prop does not spin but as you advance the throttle it spins away... Just like a Strimmer obviously

Get a piece of strimmer chord or similar and poke it up the tell tail and try it again. It is most likely just blocked. Running it with no water to test for a short while will not cause an issue.
