merc 50 impeller kit ..where does this part go?

its a merc 50hp 2 stroke 1999 PTD ,bought an impeller kit found where the rubber bush with the lip on top goes its replaced the black one on the work bench, now installed on the unit in picy 2 as a white one !,but cant see where the second bush goes its the white one sill on the bench just a straight sleeved bush in picys any ideas ?

I guess that's a no idea lol, looking at it I think it may do the same job as the top hat measurements are same just shorter with no lip, I reckon it does same job on a different size engine as I believe this kit does other outboards

Is it not the tool for pushing seal into top of impeller housing correctly?

Don't think so as it has rubber insert in both and both fit top of housing and water pipe one with the lip on is the same as what was installed and I can't see anything else like it in the outboard or lower unit
