Considering that shops selling batteries (which are relatively harmless for disposal) have to offer to take them back when out of date / finished with... I am amazed that there is no equivalent requirement with flares which are potentially lethal...

I thought most good chandlers will take flares back free of charge when you buy a new set from them - there is over 100% mark up on pyrotechnics...
