Phil, if you can answer the simple questions it might help diagnose. E.g. 2 stroke or 4... A 2 stroke on its side, not bother, a 4 stroke on its (wrong) side and you might have flooded the cylinders with engine oil... Need the basic questions answered and then maybe someone can maybe diagnose

hi phil, people on here will genuinely want to help you, but i think you need to get off your phone and onto a pc so you can easily type out exactly what is happening / not happening. the better you can reply or communicate the more help you will get. there have been others in the past who have not done well by posting really short answers or using text speak especially when looking for help.
anyway when you start pulling your hair out with an engine, walk away for a bit. when you come back start with the basics - check for spark on all cylinders, if you dont have one then check kill chord / ignition switch. once you have a spark make sure you have fuel connected and primer pumped until hard - is fuel getting to carbs? then when trying to start does it smell of fuel? if so you may have flooded it and will have to leave it to dry out. you may not need choke on that engine and thats why its flooded? do all this and let us know how you get on.

Okay, so it's a Mercury 7.5hp, 2-stroke, circa mid-70s, and it fails to start, but has been serviced apparently?

First things first. The engine has fresh fuel mixed with 2-stroke oil? I'm assuming the engine has separate fuel feed, and isn't an integral tank. The tank needs vented, and check the fuel line connection 'o' ring isn't dislodged. Check the integral fuel filter on the engine if there is one and see the condition of the fuel. In addition, on the carbs, there should be a hex slot bolt under each carb fuel bowl. Undo this and allow fuel to drain, then retighten. The fuel should be clean with no contaminants? Check on the engine there isn't a fuel shut off lever.

When the engine is started, I assume by pull cord, it pulls easily, and the flywheel rotates?

Check the spark-plugs and ensure they are new, clean and dry. Also check the HT leads to the spark plugs are fitting right.

There's a chance the kill-switch is to blame. Check the wiring for this.

Lastly, check the choke operation.
