typical usless bureaucrats creating confusing conflicting guidelines that then have to be intepreted in the courts at the cost of honest folks to feed fat lawyers. pretty pathetic really isnt it

Couldn't agree more. And yet they always say "ignorance of the law is no defence" - how the hell can a mere mortal work it out if most of the officials don't know???

Interesting comment... I'm not trying to do anything of the sort - merely discuss, in an open forum, a legal issue which may be relevant to a lot of members.

It is possible that people have not had any problems because the courts have yet to decide this issue. Ignorance is no excuse in the eyes of the law.
