Hi Jake, before I say get the lump hammer and cold chisel out, give us a little more information. Outboard, history, etc. ]]

4-blade, stainless prop, that much I can see. Looks threaded. Bet that brass end section will prize off to reveal a hub nut. A squirt of brake cleaner and a rag will work wonders to show what we're dealing with.

There is definitely no way anything comes off. The outer shiny round thing spins freely.

Verado 250, bought it last year and couldn’t work out how to take it off then either...

This rings a bell, locking prop nut.

I think it’s a locking nut, there’ll be a special socket that fits into the inner nut & engages the indents shown. Like a locking wheel nut on a car. If you don’t have the removal tool, the judicious application of kinetic energy will have to suffice[emoji6]Click image for larger version

Well spotted Dave. Read a few thinks online regards McGard so possibly only 5 or so combinations for the tool. Might be able to take a 36mm socket or similar on a 1/2" drive and use an angle-grinder to fashion something if you take a paper rubbing as template first.
