It would be a bit like issuing licenses to people who wanted to enter someone else's house in order to combat burglary. Being cynical it just sounds like a way to raise some revenue from law abiding citizens.

If they put a PB2 requirement with it, I’d say it’s a good idea as that’s been needed for a long time.

Surely they need it on the continent not the uk seeing as few are queuing to leave the uk in any case wont they just steal them instead

It's one of the daftest ideas to be discussed, you dont need a licence to drive a boat. Boats aren't registered so someone without a licence buys a boat how do the authorities trace who sold it to him without it being registered to a specific owner? There is no way to prove who the previous owner was.
They would need to implement compulsory registration for all craft like dvla then look at compulsory licensing for purchases it would take decades to implement & still won't achieve anthing
It's never getting off the ground, just a way for some govt department to justify their existence by "discussing" the proposal.
Total waste of time and resources

Governments discuss all sorts of options for all sorts of things, including outlandish options - that's their job.
The job of reporters is to find the sensational options like this one and publish them because that makes them money, not because they are actually going to happen
