What is this wire for?

I recently bought a 2005 Yamaha F15 Electric start, I'm not sure what this wire is for. Some have suggested it's for grounding but there is a zinc plate above the propellor so I'm not sure about that. Anyone got a clue?

Its a bonding wire to bring all the case parts to the same electrical potential. The zinc anodes below and above these bonding links can then share the work to keep corrosion at bay.

Thanks Oldman2 for the reply. Should I just leave it dangling like that or do I need to attach it to a part of the outboard?
