I don't understand what point are they trying to prove

I can see a valid point when someone has been jailed for 8 years for stealing rare eagle eggs, and a convicted paedophile gets less than half that but, I just don't see the logic in doing something like that to prove a point, whatever that is . Are they mentally ill ?? or am I missing the point.
