Does anybody know where I can obtain Construction Plans for a Arctic 22 RIB.

I very much doubt you'll be able to get them.
I suspect they're on the UK list of Official Secrets as they're a military boat.

There should be pics on here of the under deck if you look-there's a pretty big refurb thread on here of one from a few years back.
