That looks bent upwards. That would've been a lifting attachment point mistake most likely... Then it might have been run over...

its actually bent backwards, straight back, no up or down to it. Either way, not the easiest thing to bend.

Best to heat it with oxy acetylene then bend once hot enough. Just be careful not to overheat so it melts or tears when you bend it.
