Told you I might be wrong. However, I dont recall ever seeing an engine with a SOLAS sticker on it or anywhere in the documentation. If the SOLAS requirement is to start/stop, then evry new engine must be SOLAS, otherwise it would be unfit for purpose for any boat, let alone SOLAS.
When we had ours coded, I did not see any reference to the engines being SOLAS?

Feck me, get a life!!!!!!

As far as can recall, the main requirement for a SOLAS approved motor is for it to be able to be restarted after a capsize. There's other requirements too, but I've not been involved in it for many years.

Perhaps you've been reading the wrong documentation!

Must have 2 methods of starting is one of them!, Must be able to dry run for a certain amount of time and still pump water through the impeller.
Start at certain temps below freezing.

Inboards need to start in very cold weather, have dry running pumps, be able to run with water upto crankshaft level cant remember the rest but we used to do Solas testing for Mercury and Yanmar.

Mercury/Mariner engine with Solas certs are..

25hp, 30hp, 40hp, 60hp and 90hp 2 stroke only.

No 4 strokes have solas approval yet

Solas Lifeboat

Here's a Solas lifeboat. Just about the most plug-ugly thing I've ever seen. But hey, it's 'Solas Approved'!

Plug-ugly until the time comes you need to use it in anger and believe me, nothing will look so beutifull!

There is a whole other world out there involving rules and regulations more specifically aimed at the commercial sector which a lot of people would not understand (or want to for that matter!) but believe me, no matter how strange or illogical some of the regulations seem, they have been put into place for a very good reason. Sadly, quite a few of them have been concieved through hindsight rather than pro-activeness but they are they serve their purpose never the less.
