I spoke to both RYA and Cardiff Harbour Authority yesterday to get more info on spectating from the RIB.
Cardiff Harbour Authority have advised that there should be no problems viewing in the bay (as long you keep clear fo the racing line etc), there are no barrage restrictions in place so getting in and out of the bay shouldn't be a problem. However the slipways and pontoons within the bay are closed.

The RYA very kindly sent me through the plan for the weekend, which Cookee attached earlier in the thread and suggested I contact John Puddifoot on Monday (He is on hols at the moment). I will let you know what I can find out.
My plan is to try and arrange a mooring in the bay for the duration and launch earlier in the week. Alternatively I have access at Penarth Slipway. The nearest public slip that will be open over the weekend will be Sully. http://www.boatlaunch.co.uk/popup.asp?iconID=190
