I assume Openreach must be obliged to meet response targets, if they fail those targets, methinks the switched on providers get a rebate for their failed resolutions, because they in turn have to compensate their customers for lack of ' up' time.

Its not in BT's/plus nets interest to fine or charge one of its own companies
