I would certainty put the bolts back but have a look at the plywood first by examining the holes if they are ok I wouldn't disturb the ply backer just replace bolts plenty of sikaflex in the holes...

sometimes depending how tight they have been torqued up stainless bolts tend to bend the thread which means they are tight all the way off so if you have got them in a locker get a mate to give you...
