PVC Tube stain

Can anyone help me with what this may be/ how to remove it. not sure where it has come from wasnt there yesterday when i hitched the boat so somewhere between driving on the road and in the water it has stained. looks like oil or something similar. tubes are white PVC and its kind of a dark blue dots all over the white

I'd say you have run over something and it's sprayed up, try traffic film remover

not in lock down. and hard to come in contact with some one 50km offshore haha
