Gel Coat Advise Please

As posted earlier I had to take the rib out of the marina because of a puncture but after cleaning her off underneath theres a nasty scrape underneath, I havnt any idea how it happened and it needs repaired but the question is does it need to dry out before a repair as theres a bit of glass showing and if so for how long or can it be repaired straight away?

I goo dry out would be preferable if possible. Doesn't look to bad to repair.
