Yes the speed limit is 10 knots. I know that my boat is planing at that speed (just!) and hovers between that and about 12.5kn depending on wash from other craft etc.

The rib crossing is allowed...

Generally yes. It is the same in most rivers (Medina, Hamble etc) around the Solent but generally unless you are sailing a dinghy, in which case you will struggle to motor anywhere, the limits are...
