I would be tempted to ask for your money back saying once engine is sorted happy to buy it back if he will give you garante it is in working condition...

My Yam 15hp just gets a wash down, run on the muffs and left to run dry of fuel & shoved in the shed!
Did this last August as usual & started up just fine earlier this month as ever.
