Yeah I'd definitely advise against sanding, I wouldn't even bother with the brush we use it for cleaning the glue off patches seams etc it's not really designed for cleaning up rubbing strikes.

Removal is easy, heat gun the strake pull it off, depends how much has come loose, and what sorta condition it's in you can just resand the tube and strake and bang it back on,

If you were sure it was that Seam and not the centre seam it'd be easier to just lift the rubbing strake there fix the leak and putting the rubbing strake back on
