Rnli pockets on the old boats were made from some sort of reinforced vinyl ,something like a truck tilt /curtain sider cover.

I once stuck some patches with rope toggles on a Humber and then togggled on an ex m.o.d Nato gas mask bag from an army surplus store for keeping at Hand equipment binoculas /H/Held Vhf. mars bars .

One of those bags something like that are used for Delivering newspapers or Pizza's a may work with a bit of modification.

pockets/ bags can easily be made up from hypalon with eyelets in along the top anf bottom so that they can be laced to eyelettted strips glued to the tubes
