No - afraid not. There is nowhere on the Firth of Forth at all which has genuine quayside fuel. There may be options which are accessible by can depending how far you want to walk/carry, but no dockside / quayside pontoon with petrol. I *think* I am right in saying that is true between Inverness and the Scottish/English border.

Fraserburgh - there is a petrol station not too far from the harbour where the fishing boats tie up (for a few cans, not 200L at a time)

There is a petrol station not that far a walk from the quay in Dundee (where the lightship is at the back of the Apex hotel not where Discovery is tied up). Not sure what public access there is.

There's an Asda at Leith (Edinburgh) not too far from the water - but again I don't know how close you can actually get a small boat. Asda has the advantage that it is unmanned pumps so much less likely to run into issues with filling lots of large cans. It might actually not be that far from Newhaven Harbour either. Fisherrow Harbour (Musselburgh) might be an option (Shell station not far) but I think it is quite tidal.

This list is not exhaustive. However none of these are 20m across the road and back, they all involve quite a bit of slog if you have multiple trips.
