http://www.quickutter.com/

Has a description of current technologies.

I've seen some on outboards intended for fishing line, but nothing really beefy enough for rope.

The flaw I see with this rope gun is that it requires the person firing the device to be on a faster boat than the terrorist boat so they can get in front, or maybe helicopter deployment of the device, even with a helicopter the boat again would probably hit it's target before the helicopter was launched.

mmm, I don't think this one would have got investment on Dragons Den!

Helicopter deployment - the pilot would love that in his tail rotor............

Just had a really nasty thought - all these so called measures against terrorism are really to stop Joe Public - that thing is designed for Lake Windemere and the Thames!!!

That idea occurred to me too, but I went to the pub instead of writing it down. Story of my life - opportunities squandered. It's really an anti speeding device.

I remember a long time ago, while moored on a buoy in a harbour (before marinas) a speedboat kept charging through the moorings every ten minutes or so. He took the same route each time, very close to several occupied boats. By mid afternoon we were all fed up. . An enterprising chap went for a row in his dinghy, for exercise . Next time the speedboat passed through its engine stopped with a bang. Seems it caught a floating rope in the prop. There was no one in the cockpits of any of the occupied boats. No one saw anything. I think he eventually drifted alongside a wall - but of course, I wasn't watching.
Excellent!!! Love a happy ending!!
