Looking to replace bearings and the hubs as the bearing cost not much less than the hubs.

No way buddy! Unless you can get drums super cheap, in which case please let me know

Right, first guess. What a saddo! Peak running gear.

Bearings for that should be 20 a drum, max, including seals.

In that case I will just get bearings.

Is there any rules for the height that your lighting board should be mounted?

Yes, there are rules, but there's also a great deal of people, on here, that just strap it to the rear A-Frame. I'd be surprised, if you were well lit, had a prop bag and number plate and a policeman pulled you. I'll see what info I've got.
