USCG COI for 11m Rib

Is this done often/possible? I've been looking at upgrading to 11m eventually but Willard quotes me 350k for a new 11m rib with COI for 15+ pax. Not really good economics for business.

Needs to have outboards for deck space savings- if I can get COI for a government auction RIB could probably have it turn key at half the price of a new (ripping out diesels, re-glassing deck, building bracket, outboard cost- all negligible compared to 350k!)

usually a COI requires a railing around the entire vessel, they dont have one

Just call those guys up and maybe they'll tell you what they had to do
