Doesn't look torn; just came apart. Shouldn't be a big job to fix, you could probably do it yourself in a few hours.

But, if you've had no experience with doing this kind of stuff, it may well be worth having someone repair it for you.

Check your Yellow Pages for wither Inflatable Boat service, or, barring that, Liferaft Service/Repair.
