I managed to trailer the boat out of the water and yes it did have quite a bit of water trapped in the hull. I also gave it a good clean underneath as there we a few barnicles growing too.
Anyway, launched again and it now zips along pulling 27Kts @ 5000 rpm which is a bit more like it.

That's good news - looks like your engine is performing as it should.
Given the RPM you're getting you should be able to improve a little by fitting a prop with a smaller pitch.
I'm guessing max RPM for that engine is 5500-6000 ish.
