starters

hi iv got a 70 hp evinrude and the starter was getting lazy so I have striped it down cleaned it up but I have found that the cog which engages the fly wheel is in two parts and you can spin the out side part if you hold the inside bit with your hands is this ok or is it broken and if so can I spot weld it

It is called a Bendix gear and it supposed to do that. Leave it alone. The gear throws out along the shaft to engage the flywheel and then retracts.
