help with engine alarm

I have a Mariner 60efi and I am getting an alarm at a certain speed, when I throttle back it goes and when I reach the speed again it starts again, then sometimes I get no alarm. I have had a look in the manual but cant find any fault simular. The tell tale is ok , the oil level is ok, I was thinking it may have something to do with fuel as the engine shudders a bit as well. Has anyone had something simular or have an idea as what it may be ?

Is the alarm continuous (Beeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee p) or on-off (Beeeep Beeeep Beeeep Beeeep Beeeep)

Didn't the 60EFI's have the grommet swelling and restricting water flow problem in the same way as the bigger 4 strokes?
