Help! Throttled & clutch linkages.

Hi Guys, tried to hookup the new Tohatsu motor today and hit a big problem (I think).

I set up the cables as instructed by the engine manual fixing them into the retainer plate as in the picture, but the cable lengths when controls are set to neutral appear to be 20+mm to long!

Question: Have I been supplied with the wrong cables?
Question: Can they be modified?
Question: What should I do??

Expert or experienced person info required!

Dunno, but...

although it looks correct, could that retainer plate fit the other way around?
