how many crew do you need

can anyone help,
If a rib is coded for 12pax and 2 crew must that rib have 2 crew at all times when at sea with passengers

You can opereate the boat with just one crew but you have to specify that during your coding. The only limitation is that you are not allowed to operate in poor visibility with just one crew on board.
