cat4 & cat6

Before I start to troll throught the codes can I get my boat cat6 for someone with a level2 commercial licence 3 miles from a designated departure point and cat 4 for myself? It is cat4 just now.
Looking to use a local skipper for short trips.

My understanding is that you code the boat to Cat 4 then through your Operating Procedures restrict its operation to Cat 6 with the less qualified operator on board
