When I was a tugger towing didn't quite work that way. The insurers have the tow surveyed and risk assessed before agreeing insurance. The Surveyor on behalf of the Insurance company sets very strict weather limitations for the tow. (The tow companies love this as if the tug is weather bound they can apply a demurrage charge) if the tow company exceeded those specifications then the rig insurers would be relieved of the requirement to pay out. I suspect the tow company wont have enough general cover to pay up enough.
its still a bummer particularly as its such a beautiful location.
