Did they replace any parts like a throttle position sensor or just do an adjustment?

Just been looking at the manual and I'm not sure if this is your problem. The fuse is just for extra Voltage for starting, not needed when the engine has started. It's still worth looking at however,...

This happened to me earlier this year. I went to run up the outboard on the drive and zilch!!

There is an in-line fuse to the left of the fuse panel cover. It will have a rubber cap...
