Accept at only a mm or two wide, any deviation could torque the bearing wrong causing uneven wear. A 1" washer or even two is a better solution.

There is a reason loose bearings tear themselves...

Unless you have machining capabilities I wouldn't recommend cutting a washer as any variance could show up in your new bearings. Too risky. Plus does the seal not ride there? A good trailer shop...

Shouldn't need new hubs, just bearings and races. If it needs hubs, you might want to look into trailer replacement, cause hubs don't usually fail. Hubs in the USA are easy to find and reasonable...

If that is the case, I would recommend tearing the bearings apart, and seeing if there is any damage to the hubs, and or the spindle before spending any other time or money on the trailer.

I can't help with the brand of trailer, but something with a galvanized coating would be good. It doesn't need to be ultra heavy duty, but something with at least 12" tires is best.
