Can you post a picture of the engine preferably with the cover off then we can see what it is & advise where to turn the flywheel etc

Sounds like its in gear, if its a yamaha based mariner the gearshift lever should be on starboard side about 1/4 of the way back along the side of the lower cowl

If you cant pull the cord there's two possibilities, its in gear or its siezed. First check its in neutral by moving the gearshift & or checking...
