If it's the same design as in the image below of a slightly earlier Mercury 9.9 I can understand how that might allow the gasket to leak. It isn't a great gasket...

Wow... wouldn't have expected that as a repair on any new OB carb... fingers crossed there was some logic to doing that rather than replacing whatever needed filing.

Interestingly in the past few months I've dealt with one of this motor type where the float had distorted to go out of spec and cause over-fuelling... and had contact from a member suffering the same...

This is either a leak from the carb drain plug, the fuel inlet or float bowl gasket... or it's a problem with the float not shutting off the fuel. In either case a job for the supplying dealer.
