I gave in with my SR4 and just put up with putting the cover on, granted your RIB is a good bit bigger.
If the guls are landing on it surely they'll still fly over...

All the plastic owls I've seen have been covered in gul sh!t where they've been sat on them.
You could try carrier bags tied on so they blow and rustle and scare them...
