That's your problem - the shaft is supposed to be fixed to the boat. Sounds like you need to hold the shaft with some slim pliers or similar then unscrew the knob.

When it's turning "forever" and doesn't come off, is the shaft that goes through the rowlock stationary, or is it tuning with the knob on top?
