Also if the stator is not red (the new colour of the updated version) it could be on its way out. Known issue on these engines, it will most likley have been changed by now I would have thought....

My 4.8m Lencraft with the same engine tops out at about 36 knots approx 5,500rpm.

4000 seems very low, if its not the wrong prop then it might be worth checking the compression on all 3 cylinders...
