Tube height off the water question

My Ribeye sits with its tubes well clear of the water , yet some other Ribs sit with the tubes just on or partially below the water when stationary , what are the pro`s and con`s of the two designs...

Wanted winged backrests for Ribeye from jockey seat

If you like a project i have a 5 year old Bombard Ax300 rib perferct condition except water got in to the transom which is Marine ply and its rotted, so if you want another project make me an offer.
