There is a pin next to centre bolt I'm guessing has something to do with it maybe a key lock of some sought again I am very amateur at this

Vintage 5hp tohatsu.. 1970's??
Have undertaken a little project in restoring a previously unloved vintage tohatsu unsure of model or year guessing 70's is really hard to get any help or information on it.
