slight snag advice from you fibreglass experts!
I have prepared the area for the jockey seat to sit, but the seat ( solid bottom) rocks slightly. 
As it sits flush behind the glassed in jockey console, I intend to bolt the seat to the one in front for extra strength.
the plan is to put a couple of layers of mat down add plenty of resin and stick the jockey seat on. Then when it has gone off, glass around the bottom.
QUESTION......do I need to create a level area of mat, or is there another way?

If I understand the question correctly, I think that you are close to answering the question for yourself.
Ideally you are going to need to create an intimate contact over the whole area of the base of the seat. The two methods that spring to my mind are to level off the seat base or the deck area, or at least match the two surfaces together, possibly by grinding away.
The other way is to match the two surfaces with mat. Determine where the 'high' area is, possibly by rocking for and aft and side to side to observe where the high spot is, and cut matting to shape to 'fill in' those areas where the two surfaces do not touch. Do not use small pieces; try to keep them almost the same area as the seat base, but cut out where the 'high' spot is. These cut out pieces should be in addition to a couple of layers over almost the whole area of the contact patch between seat base and deck.
I have used the second method myself, admittedly not in a high stress area, but it worked well for me.

well.............. its stuck
levelled, grinded, built up on 2 layers of mat, lots of resin, quickly bolted to seat in front, large weight on top left to dry for 3 days. Next job to glass around the base. My this is fun............or maybe that's the fibreglass vapours?

glassing down
cut glass mat strips to size, got all my materials to hand, roller, brushes, acetone, rags, mixed 200ml of resin
wet the area with resin add the matt, paint more resin on, roll out any air bubbles..........work fast!

Not totally relevant to your excellent rebuild - but where did you get the paddle holders from as I would like to stick on something similar to hold my paddle/boat hook. Thanks
