Towing with a cover on

Cool, thanks for all the advice.

I think the cover is fairly strong material but it does not have a draw string, so quite likely wind will get underneath.

I'm going to have a look into the bagging the kit idea but... I don't have deck cleats! So not sure how I would strap it down.

Perhaps another job to get / fit some cleats.

Anyone know of a source of flush mounting cleats of some form (that don't cost £100 each!)?

Use the aframe and stainless seat frames

Forget the cover, a few hundred miles of flapping can do a surprising amount of damage to tubes/GRP.
