Don't think so, but you would probably have to pay Visitors fee if you stayed there for the day. I would think they would question why you wanted to go thru the lock, unless it was for fuel. If not there is the waiting pontoon outside the lock where most people tend to tie up then walk to the bars.

I paid 104.00 in the marina at portsmouth on monday they close at 5.45pm i just got their in time as the solent was chopier than earlier so took longer than i thought to get there from the hyth where we had a birth for the week.Didnt think much of the security at calshot hopeless actualy.Which is why i ended up at the Hyth much nicer a no launching and recovering fantastic

As long as they know you are buying fuel they will let you through the lock (same as MDL Hythe). In fact the petrol tank at Premier Gosport is so small that they frequently run out and then send punters up to Port Solent! Prices are generally the same between the two outlets (both Premier run).
