Lighting Up

Can anyone point me in the direction of regulations covering lights on buoys etc.
In particular I would like to research the time or conditions they switch on and also the regulations covering whistles and horns on buoys and other marks.

try the "recommendations" section of http://site.ialathree.org/

there is also an ISO standard being written for small vessel nav lights - it might (?) have some pointers - but you need to pay for it! ISO/DIS 16180.2
