Detaching of strip on hull--what to do?

We have a 19 ft zodiac. There is a strip of something that runs down the length of the midline (not sure what it's called). It seems to be detaching from the rest of the hull.

Anyone have a similar issue? Do you know how it's fixed? I'll attach photos, but it's a hard thing to photograph!

I'm far from sure, but it looks to me like someone added a keel-guard-like strip and then bottom painted over it. This is going to be a bitch to re-adhere. If I'm right, maybe just pull it off, clean up, and paint.
