Not unless they have the internet out at sea - right at the point when they absolutely must get an accurate actual wind speed without stopping the boat.

In any case, which do you think is more important to someone on the water: Wind speed that the boat is experiencing, or "True wind speed" which is 10m above the surface, and is only for forecasting and reporting?
