Advice on fixings for jockey seat

Seeking advice on the best fixing method for a tubular steel jockey seat (pics attached). The existing fixings are 2 rusty screws at the front which don't fill me with confidence and 2 Allen key fittings which are loose (hence the strap). I'm guessing stainless steel sealed with some form of silicone would be best but can only seem to find them in self tappers which I am not sure are the right thread for ply? Thanks in advance.
