SIBs in France?

A friend of mine asked me if it's ok to take a SIB on holiday to France but I didn't know so I thought that I would ask you guys. Do you need a licence or anything?

Well I will be taking mine to North France (near St Malo) from late July until August. From what i can gather its ok on the sea, but inshore waters need a license and proof of competence (an ICC?) if the boat is more than 5m or has an engine over 9.9hp.

We take our sib to France and my dad did the RYA level 2 and registered the sib on the small ships register and tell the insurance company where you are going .
